A new era for Class Q agricultural to residential permitted development rights

Alister Smith BSc (Hons) PGDip MRICS, professional partner and head of Stags planning and design highlights the upcoming changes to Class Q applications coming later this month.


From 20th May 2025, all Class Q applications must comply with the updated regulations introduced in May 2024, replacing transitional provisions. Class Q continues to provide a valuable route for rural landowners and developers to convert agricultural buildings into homes without full planning permission. Although exact UK figures are unavailable, an estimated 2,000 applications were submitted in 2024, underlining its ongoing relevance.

While the core principle remains, several key changes to Class Q should be noted:

  • Increased Conversion Limits: Up to 10 dwellings per agricultural unit are now permitted, with the total cumulative floorspace allowance rising to 1,000 sq m.
  • Standardised Dwelling Size: Each unit is limited to a maximum of 150 sq m.
  • Permitted Extensions: Single-storey rear extensions of up to 4 metres are allowed, provided they sit on hardstanding that existed before 24 July 2023.
  • Design Flexibility: Minor external protrusions (up to 0.2 m) are permitted to support necessary works like insulation or window/door installation.

These reforms are broadly positive and open up opportunities for more rural homes. However, the 150 sq m cap may be limiting for higher-value rural homes. Creative responses may include reworking layouts for future expansion (subject to planning) or considering new-build fallback options.
