Simplifying the planning system has been an objective of successive governments, and each year there are claims from Whitehall that progress is being made.
Some might agree that there has been a degree of success: around 88% of all planning applications are now approved compared with around 85% at the start of the decade. However, for all but the most basic of planning applications, the system is often far from simple.
